Georgia Funds for Protection of Communities

Administered by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) Homeland Security Grants unit. Created by the Georgia General Assembly in 2026 with $3,000,000 in the Amended FY2026 state budget; the FY2027 budget (HB 974) adds $5,000,000. It mirrors the federal NSGP — an NSGP-style Investment Justification submitted through the Georgia EM Grants Manager — with key differences: off-duty state, county or municipal law-enforcement details are allowable, no EHP report is required, and no management-and-administration costs are allowed. Georgia 501(c)(3) nonprofits at risk of a terrorist or extremist attack, or with identified security concerns, may request $25,000 to $150,000 for a single facility.

To apply for the GA FPC, your organization generally needs to be:

• ✓A registered 501(c)(3) nonprofit organization
• ✓Located and/or incorporated in Georgia
• ✓Able to document a risk of terrorism / violent attacks and hate crimes

• 501(c)(3) status from the IRS

  Federal tax-exempt status. Required for almost every security grant. If you don't have it yet, the IRS Form 1023 process can take several months.

• IRS determination letter

  Your IRS 501(c)(3) confirmation letter. Usually attached to grant applications as proof of status.

• Investment Justification narrative

  The heart of the application — explains the threat, your mission, the proposed mitigation, and how you'll sustain it after the grant ends.

• Budget Detail Worksheet

  Itemized budget mapped to allowable cost categories. The grant administrator usually provides a template.

• Contract security guards / licensed security officers
• Off-duty state, county or municipal law-enforcement details (allowed here, unlike federal NSGP)
• Target-hardening equipment on FEMA Authorized Equipment List categories 14 and 15
• Security for off-site events within Georgia, under special conditions

• •The 2026 window was only two weeks long and 'LATE APPLICATIONS WILL NOT BE ACCEPTED' — have your Investment Justification drafted before the next funding notice (NOFA) appears.
• •One facility or location per organization; $25,000 minimum, $150,000 maximum; paid as reimbursement; no cost share; no management-and-administration (M&A) costs; and no Environmental and Historic Preservation (EHP) report (a federal NSGP paperwork step).
• •The NOFA's application package also requires threat/risk documentation (e.g. a recent threat assessment, law-enforcement letters of support, incident history), a signed MOU if you plan to contract law-enforcement details, and the required assurance and certification forms — incomplete packages may be deemed ineligible.
• •A SAM.gov Unique Entity ID (UEI) is not needed to apply, but the application form says you must have a valid UEI when awards are made in order to receive FPC funds — start SAM.gov registration before you apply.
• •Emphasis on houses of worship and their core operations and facilities, cultural landmarks and museums, pre-K and K-12 schools, after-care programs and senior living facilities.
• •Prior federal NSGP funding does not bar an FPC award. Apply through the Georgia EM Grants Manager (ga.emgrants.com); questions to hsgrants@gema.ga.gov.
• •Tax status: the FPC eligibility language covers Georgia-based nonprofits tax-exempt under IRC 501(c), but the application form specifies 501(c)(3) (or organizations described in 501(c)(3) and exempt under 501(a)). If you are a non-501(c)(3) nonprofit, confirm with hsgrants@gema.ga.gov before applying.
• •Separate from the federal NSGP pass-through that GEMA/HS also administers (FY2026 federal window: June 26 – July 15, 2026).
