Pennsylvania Nonprofit Security Grant Fund (Act 83)

Established by Act 83 of 2019 and administered by the Pennsylvania Commission on Crime and Delinquency (PCCD). Targets nonprofits that principally serve individuals or groups in FBI hate-crime bias categories: race, ethnicity, ancestry, religion, sexual orientation, disability, gender identity, or gender.

To apply for the PA NSGF, your organization generally needs to be:

• ✓A registered 501(c)(3) nonprofit organization
• ✓Located and/or incorporated in Pennsylvania
• ✓Principally serves a community in an FBI hate-crime bias category (religion, race, sexual orientation, etc.)
• ✓Able to document a risk of hate crimes

• 501(c)(3) status from the IRS

  Federal tax-exempt status. Required for almost every security grant. If you don't have it yet, the IRS Form 1023 process can take several months.

• Investment Justification narrative

  The heart of the application — explains the threat, your mission, the proposed mitigation, and how you'll sustain it after the grant ends.

• Budget Detail Worksheet

  Itemized budget mapped to allowable cost categories. The grant administrator usually provides a template.

• Mission statement

  A clear statement of your organization's purpose and the community you serve.

• Security equipment & technology (cameras, metal detectors, electronic locks)
• Installation costs
• Planning and training
• Vulnerability and threat assessments
• Structural upgrades

• •Must principally serve communities in FBI hate-crime bias categories.
• •Award range: $5,000 minimum to $150,000 maximum.
• •Requests over $25,000 require a non-state (matching) contribution.
